Executive Summary

The Tom and Co Blazeville Terminal Storage facility located on the river bank of Blaze River in  Victoria, this terminal distribute over eight million litres of petroleum productions on daily base which supplies the Victoria and neighbouring states, New South Weals and South Australia.


Due to the aging of the facility, four (4) tanks identified for restoration phase in the terminal. Normal operation of service delivery required during the operation for maintenance.

Steel plate patching, cleaning, valve replacement and repaint of the outside of the tanks are required works for the site.


As the most prominent tank with over nine (9) million litres capacity is in critical condition due to the tank being over 50 years old and outdated design; it impacts to Tom Co to pay $50,000 per month fine to the Environment Protection Authority Victoria (EPA). To minimise the ongoing fine, some case study scenarios take place for this tank from demolishing and replace with the new design tank, but because of budget constraints, the Tom management concludes to refurbish the existing tank.
The Tom Co Blazeville Storage facility is commencing a program which involves a plan of repairs and installation of four fuel storage tanks in the most efficient, quality and time management scope as possible. The Project plan is formed on SMART Project Management, Specific, Measurable, Achievable, Reasonable, Time-bound.



Introduction


The purpose of this plan is to outline the process of execution of all phases of the project complies with Australian and Victorian Standards and Tom Co and Blazeville terminal operation requirements.

This Project Plan for the Blazeville Facility through initially reviewed and researched feasibility reviewed and assessed Feasibility, Project Planning, Cost Estimate, Safe Work, Job Safety and Environmental Analysis. To permit the Continuance of Operations (fuel distribution as usual) for the duration of this plan has been rescheduled to coincide with the Project Plan Scope of Repairs, Maintenance and Installations. The specifics of the Program of Works for Blazeville are within the Project Management Report are held in the Scope Identifier Section of this Project Management Plan. This Project has formulated on PMBOK 6th Edition principles (worldwide recognition) and SMART principles of Project Management.



The Project time plan, quality, cost the principles of project success measuring may be identified and reviewed through the report.

The focus of this project and agreed by sign off by Senior Management was continuing Operations to permit less disruption to exist, Customers, time, quality, within all legislative guidelines, efficiency and within budget (a 10% standard variance has been allowed by The Revenue Department).

If unforeseen events occur, this Project Plan will be reviewed and signed by Senior Management.



Scope

The Blazeville facility identified four (4) tanks for current maintenance with some significant defects that require maintenance, i.e. Patching, remove and replace valves and also clean and paint outside areas of tanks. This project also focusses on the prevention of further environmental hazards which will lead to eliminating current penalties/fine issued by the Environment Protection Authority Victoria (EPA). It also assists Tom co to improve the safety of the company.
Prior to the construction phase of the project following stages commence implementing.

  2. Project planning
  3. Cost Estimation
  4. Safe Work method statement (SWMS), Job Safety and Environmental Analysis
    (JSEA)
  5. Inspection Test Plan (ITPs)
  6. Risk Management Plan
It is understanding during the project time, Fuel deliveries for the tanks under repair have been rescheduled to coincide with the planned completion of works as per the schedule.
